随着城市建设步伐的加快，建设工程作为老百姓生活环境的周边因素也越来越为一些人所关注，本文正是将研究视角选在特定的建设项目上，结合作者的实际工作经验，从在工作中遇到的困惑和问题为缘由，关注需要进行公众参与、而且可能引发群体性事件的建设项目，结合风险沟通、风险监管等理论及分析，以北京市为例，通过对规划部门、建设单位、建设项目所涉及的利害关系人（群体性事件主体）三方作为研究对象，采取访谈和调查问卷等形式，找出风险潜在点，剖析在公众参与规划管理后可能引发群体性事件的原因，并阐述在规划部门在工作中处理这类问题的现行方法，分析其存在的问题与可操作性，利用风险沟通、风险监管、风险评估等理论，通过风险防范研究，为政府行政审批部门在处理此类问题上提供依据及工作方法，降低此类群体性事件发生的可能性，缓解社会矛盾的产生。
