The Theory of the Emergency Response Plan: Three Moleds and Their Meaning for the Making Mechanism

内容简介/Abstract:

我国现有应急预案体系的主要不足在操作性功能方面。这一问题的出现与应急预案制定机制中隐含的理性决策模式的理论认知密切相关。通过对应急预案理论认知从理性决策模式到行为描述模式和团队学习模式的分析,以及对三种模式在假设、核心内容和作用逻辑等方面的比较,认为团队学习模式最有助于提高应急预案操作性方面的质量。进而分析了团队学习模式下应急预案的制定机制。进一步的讨论表明三种理论认知分别适用于不同类型突发事件的应急预案。应急预案制定机制亦需要根据实践需要将三种理论认知融会贯通,综合使用。

Operation guide is important function of emergency response plan, but a fairly large number of existing emergency response plan is very weak in directing operation. One reason is the rational decisionmaking model that implicitly influence the plan making mechanism. This paper analyses the rational decisionmaking model, behavior description model and team learning model in the emergency response plan making mechanism, and compares three models in their hypothesis, the core content and function logic. The author concludes that the team learing model is most helpful to improve the quality in operability of emergency response plan. The further discussion shows that three models are applicable to different types of emergency. The emergency response plan making mechanism should comprehensively apply three models according to the practical need.
