Most NGOs face the problem of lacking facilities and funds when providing public services. In recent years, the government brings resources to NGOs by purchase public services from them, but problems also exist, the resource supply by the government are not enough and the resource channel and purchase type are so simple. At the same time, some NGOs don’t simply passively waiting, with their unique vitality and strengths, the NGOs take action to find and attract the resources actively involved in providing public service, and form resultant force by reunion the advantages of each sectors. As a case study, This study focus on “Elderly and Disability Professional Nursing Center Project in Sichuan disaster area” project of Hetong Charitable Foundation for the Aged (HCFA), trying to refine a trilateral cooperation mode that as an active sector, NGO integrate resources of three sectors(he government, market and NGOs) andproviding public service efficiently, and present the forming process, experience of this mode clearly.
