Social impact bonds (SIBs) are an innovation form for government buying social service. SIBs allow the financing of social outcomes via private investment. It will drive greater efficiency, innovation in tackling social problems. Here we employ SIBs in the criminal justice system of England and Wales to introduce how to run this bond and set out its challenges. In the end, we provide some advices for Chinese potential SIBs operators who want to practice it.
