In recent years, since the number of social organizations in China is increasing rapidly in the context of the emphasizing of social development and social management by the government, the cooperation between the government and social organizations has become a new research topic. In 2011, this research, by using the collective case study method, conducted semi-structured interviews with managers of 28 social organizations and relevant officials of Departments of Civil Affairs in cities of Beijing, Shanghai, Guangzhou and Shenzhen. Through these interviews, it is possible for us to know present situation of the cooperation between the government and social organizations, and to explore the differences and similarities among the cooperation modes of different cities. This study finds that, in these four cities, the governments and social organizations is carrying out cooperation in many areas, and also each of them has formed a characteristic mode of the government purchase service.
