Nowadays, social conflict represented by the group events is aggravating in Chinese society. In the case of no public participation, the lack of information and trust not only leads to the enhancement of public concern for their own interests, but also makes the public considering the gray areas filled with  black operations when the official corruption happened. As a result, the possibility of  social conflict will grow exponentially. This paper called the phenomenon as a multiplier effect due to public participation absence. The research conclusion suggests that the absence of public participation is the root cause of social conflict at present. This means that public participation is welcomed because of its democracy role. More importantly, it is indispensable because of its validity in public management process.
