"Annual Report on Risk Governance Development of China (2022-2023)" was officially published in November 2023!



In order to systematically showcase the basic research, development trends and typical cases in disaster risk identification and assessment, risk awareness and communication, and risk control in China, this book attempts to provide useful references and inspirations for policy makers, industry practitioners, and social participants to think comprehensively, plan systematically and take innovative actions on public services, social governance and cultural construction. With the strong support of the China Society of Emergency Management and Social Sciences Academic Press, in collaboration with dozens of experts, scholars and social organization partners in the field of risk governance, the Risk Governance Innovation Research Center of Beijing Normal University launched the compilation of the "Blue Book of Risk Governance" (hereinafter referred to as the Blue Book) in 2020. Two blue books have been published to date.


Editors-in-chief of the blue book of "Annual Report on Risk Governance Development of China (2022-2023)" include Professor Zhang Qiang from the Risk Governance Innovation Research Center of SSDPP at Beijing Normal University, Professor Zhong Kaibin from the Emergency Management Training Center of the Central Party School (National School of Administration), and Researcher Zhu Wei from the Urban System Engineering Research Institute of Beijing Academy of Science and Technology. The associate editors-in-chief include Professor Zhang Haibo from the School of Government at Nanjing University, Professor Ma Ben from the School of Political Science and Public Administration at Shandong University, and Professor Zhan Chengyu from the School of Public Administration of Beihang University. The relevant experts from China Society of Emergency Management, China Emergency Management Research Base of the School of Public Administration at Tsinghua University, National Disaster Reduction Center of the Ministry of Emergency Management, Industrial Safety Research Institute of China Academy of Safety Science and Technology, Health Development Research Center of the National Health Commission, International Development Cooperation Research Institute of the Chinese Academy of International Trade and Economic Cooperation, Sichuan University, Sichuan Shangming Public Welfare Development Research Center, SynTao, Beijing Oriental Core Power Information Technology Co., Ltd., Coordination Committee of Foundations for Disaster Relief, Beijing Boneng Volunteer Public Welfare Foundation, Inner Mongolia Laoniu Foundation and One Foundation in Shenzhen participated in the co-preparation of this book. The Blue Book contains a total of fourteen reports. The first is the general report, the second to the ninth are sub-reports, and the remaining parts are case study. It analyzes the situation of risk management in areas such as natural disaster relief, safety production, public health and social security, looks forward to the future, and carries out study on the cases in more areas from the perspectives of local governments, safety education, climate change and international humanitarian aid, aiming to provide more diverse ideas for coping with various risks and challenges in the unprecedented global changes, promote better coordinated development and security, and effectively prevent and resolve various extreme risks and challenges.


By analyzing the overall risk situation, current status of risk governance and the progress made from 2022 to 2023, the general report summarizes five major development trends of risk governance in China, namely, "climate change brings about changes in risk governance, a major decisive victory has been achieved in COVID-19 prevention and control, resilience construction leads to a coordinated development pattern, digital intelligence technology application brings about changes in risk governance, and risk governance has a dual cycle at home and abroad". The report also puts forward that the emergence of emerging and coupled risks makes risk governance full of uncertainty and complexity and more difficult to predict and avoid. In addition, the weak awareness of security development risks at the grassroots level poses serious challenges for future risk governance. The general report concludes by suggesting that while balancing safety and development at a higher level, China's risk governance should be guided by the "14th Five-Year Plan on National Emergency Management System" and the "14th Five-Year Plan on National Comprehensive Disaster Prevention and Reduction", and grassroots research and practice should be conducted more comprehensively and deeply to ensure a solid and reliable foundation for risk governance, and to face new situations, risks and challenges in risk governance.


From the perspective of multiple stakeholders such as communities, schools, enterprises, social organizations and volunteers, the sub-reports discuss the development status and future prospects of risk management for different stakeholders, focusing on three types of emergencies: natural disasters, safety production, and public health. Report 2 systematically reviews the overall situation of natural disasters in China in 2022 and the key measures taken to respond to disasters, analyzes the existing problems in China's natural disaster response and looks forward to future development trends. With safety production as the theme, Report 3 introduces the overall development trend of safety production in China from 2022 to 2023, summarizes the experience and challenges of strengthening safety production risk governance in China, and proposes countermeasures and suggestions for further strengthening safety production risk governance. Report 4 mainly analyzes the development characteristics of various public health incidents in China in 2022, as well as the problems in responding to public health incidents, and makes suggestions for optimization of early warning system, command and decision-making mechanism, emergency linkage mechanism, talent cultivation and material reserves. Starting from the theory of resilient communities, Report 5 gives suggestions for the development of community risk management in the future based on the construction of comprehensive disaster reduction demonstration communities and the practice of community response to the COVID-19 in 2022. Based on the United Nations Comprehensive School Safety Framework and China's policies and practices, Report 6 proposes a "four" comprehensive campus safety construction and evaluation framework to provide support for campus safety construction. It sorts out annual policies, summarizes typical cases, and looks forward to the innovative development path of campus safety in China as well. Report 7 introduces the general situation and policies of social organizations' participation in risk management from 2022 to 2023, summarizes the experience of social organizations' participation in COVID-19 control, Chongqing mountain fire and Türkiye Syria earthquake response, analyzes the difficulties of social organizations' participation in risk management by PEST method, and makes suggestions on future optimization. By sorting out the types of risks faced by Chinese enterprises and the ways of participation, Report 8 summarizes the experience and challenges of enterprises' participation in risk governance with Luding Earthquake, COVID-19 and climate risk response as practical cases, and provides more open ideas and sustainable paths for enterprises to participate in risk governance. Based on the 2022 China Volunteer Service Index survey data and data from Yishan.com, Report 9 presents the current status and achievements of volunteer service participation in risk governance, analyzes the difficulties of volunteer service participation in risk governance, and gives suggestions on future development.


The case study reports carry out in-depth analysis of institutions' activities of participating in risk governance in typical regions. The 10th report analyzes the emergency management and risk governance practices of local governments in the Yangtze River Delta region in recent years in response to emergencies. Starting from years of youth life safety education practice of "Hundred Schools and Hundred Dramas" of the Haidian District Education Commission and the "Life Cheer-up Station" of the Daxing District Education Commission, the 11th report summarizes the phased innovation achievements made from 2022 to 2023. Taking the participation of social organizations represented by foundations in risk governance in 2022 as a case study, the 12th report analyzes the role of foundations in risk governance in China and provides prospects for further development. By analyzing the "Research and Practice of Natural Disaster Response Strategies in the Context of Climate Change", a project jointly initiated by the Lao Niu Foundation and One Foundation, the 13th report provides innovative ideas for disaster prevention and reduction based on climate change disaster risk analysis, and provides a path for social organizations to participate in disaster risk management in the context of climate change. The 14th report summarizes international humanitarian aid trends, analyzes China's humanitarian aid practices in response to natural disasters, public health events, hunger response, post-disaster recovery, disaster prevention and reduction, immigration and refugee crises, summarizes China's experience, and looks forward to China's humanitarian aid in the new situation.


Having received funding from Tencent Charity Foundation, Coordination Committee of Foundations for Disaster Relief, and Global Online School Project of Humanitirian and Sustainable Development Initiative (HDI) of Beijing Normal University's Global Development Strategy Partnership Program, as well as support from Blue Book Writing Guidance Committee of China Society of Emergency Management (CSEM), this blue book has been officially published by Social Sciences Academic Press.
